Emergency Reform Zones Act (ERZ)
A CERCLA-Aligned Model Legislative Proposal
The Emergency Reform Zones (ERZ) Act is a nationwide legislative framework designed to protect communities impacted by long-term industrial contamination — particularly exposure to chemicals such as PFAS, glyphosate, and other persistent toxic substances manufactured and released since the 1950s.
While federal law — including Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA / Superfund) — provides authority for cleanup and liability, it does not ensure fair taxation, financial relief, or real-time transparency for affected families. The ERZ Act fills those gaps.
Why This Matters?
For over 70 years, industrial chemicals were produced and permitted with limited long-term oversight. Many families now live on land that:
- Has decreased property value
- Carries potential health risks
- Faces ongoing environmental uncertainty
Residents should not bear the financial burden of contamination they did not cause.
